The Russia program is open to couples and single women. It is strongly preferred that adoptive mother be no more than 45 years older than the child they wish to adopt. Exceptions may be made on a case by case basis when a family is interested in adopting an older child or a child with special needs.
The Russia program is not recommended for clients living with a person of the same gender. Applicants with a complex history will be considered on a case by case basis.
