WHFC works directly with the Russian Ministry of Education, and has over 20 dedicated representatives in the various regions of Russia, including our head representative, region representatives, translators, guides and drivers. We have been working with many of our representatives since 1992. They are well experienced in facilitating adoptions in Russia and working with international adoptive families.
