Rwanda's Ministry of Gender and Family Promotion is the branch of government overseeing adoptions. Dr. Tsegaye Berhe is Director of Africa Programs for Wide Horizons For Children, and has worked closely with contacts in Kigali to establish this program. For 30 years, he was Director of Child and Family Affairs for the Ethiopian Orthodox Church. Based on his background he is well versed in the issues of child welfare and has laid the groundwork for us by gathering a team in Rwanda. Dr. Tsegaye is confident that these individuals, with their knowledge of the government and legal processes, will be able to help facilitate adoptions for our families.
