The "Tomorrow Plan for Rehabilitation of Handicapped Orphans through Operations" (shortened as "Tomorrow Plan"), launched by The Ministry of Civil Affairs, has obtained preliminary success after one year's hard work.
To ensure the implementation of the "Tomorrow Plan", specialized departments were set up in different areas, policies and measures were improved and specialized hospitals were appointed. At present, the rules and regulations of "Tomorrow Plan" were almost made and an efficient and standard operating procedure were set up on the whole.
"Tomorrow Plan" received great support from all walks of society, especially medical and health institutions. From July 2004, to the end of March 2005, 5,640 handicapped orphans all over the country have received surgical treatments. The rate of surgical success reached 99.9%, with no medical accidents. Many handicapped orphans were cured with the timely surgeries, which created possibilities for them to return to families and society and have a bright future.
The implementation of "Tomorrow Plan" received sound praise and great support from all circles of life both home and abroad. During the year, the donations we received total more than 18,000,000 RMB. The donations were used or are being used for surgical treatments and improvement of the life conditions for the handicapped orphans. Herein, on behalf of the handicapped orphans who have received surgeries, and who are waiting for surgeries and whose life conditions have been improved, to express our heartfelt thanks to the adoption agencies and individuals who responded to CCAA's call and donated for the "Tomorrow Plan".
