Adopting China Special Children
Families Urgently Needed!
WHFC is excited to announce our new China Orphanage Partnership Program with Xinzhou Orphanage in Shanxi Province! We have an urgent need for families for several young children who are available for adoption NOW. There is no waiting list!
Children are 18 months and older, with many toddlers and young, pre-school-age children available. All the children have minor to significant special needs. A team from WHFC, including a pediatrician, will be traveling to Xinzhou in April to gather more information on the children, including videos.
Married couples under age 50 who apply to WHFC and submit a dossier to the China Centre for Children’s Welfare and Adoption (CCCWA) will be considered for children with minor needs.
Single women and applicants 50+ will be eligible for Special Focus Children, children with moderate to significant needs or those age 10+. Please visit the Waiting Child section of our website for more information on these children.
We anticipate having the privilege of place every child from Xinzhou, and will need many more paperwork-ready families.
This fast-moving program is designed to minimize wait times after you are matched with a child. You may specify the medical conditions you are open to. Most families are matched within 1 to 3 months of program application. Many dossier-ready families can bring their children home in 1 year or less. Generous subsidies are available! Our China Special Children families report being thrilled with their children and the adoption experience.

China, officially known as the People’s Republic of China, is home to more than 20 percent of the world’s population. China’s more than 1.3 billion residents are predominantly of Han Chinese ancestry. Mandarin dialects are primarily spoken. Taoism and Buddhism are widely practiced.
WHFC has helped place more than 1,875 children from China.

The following applicants are eligible for the WHFC China Special Children Adoption Program. Please note that eligibility requirements for adoptive parents are usually determined by adoption officials in the child’s birth country, not WHFC.
Married Heterosexual Couples age 30-54
- Couples under age 49 are eligible for all waiting children
- Applicants age 49-54 should be open to Special Focus Children, children with moderate to significant needs or those age 10+
- Married 2 years or more if no previous divorces; 5 years with previous divorces
- No more than 2 previous divorces per couple
- Flexibility regarding family size
Single Heterosexual Women age 30 or older
- Eligible for Special Focus Children, children with moderate to significant needs or those age 10+
- Women age 50 or older should be no more than 45 years older than the child
- No more than 2 children already in the home; the youngest must be age 6 or older
Children Who Need Families
Boys and girls of all ages with mild to significant medical needs are available. You must be open to either gender if you wish to adopt a child under age 2, or you may request a boy. Families are especially needed for boys over age 2 with special needs and Special Focus Children, children with moderate to significant needs and those age 10 or older who may be considered “healthy” but are waiting primarily because of age. Children are cared for in orphanages and foster care settings across China. WHFC is privileged to be one of a select number of adoption agencies approved by the China Centre for Children’s Welfare and Adoption (CCCWA) to advocate for these children. They are listed in a shared database of about 1,500 children waiting for families who can meet their unique needs. Subsidies are available for some children.
Information You Can Expect to Receive
You may identify the medical conditions you are open to in a child you wish to adopt. Below are some examples of medical conditions commonly diagnosed among children available for adoption through the China Special Children Program. In particular, we need families for:
- Children with a physical difference (missing or malformed limb, albinism,
facial feature difference)
- Children needing surgery (cleft lip and palate, congenital heart disease)
- Boys over age 2
- Waiting children on a case-by-case basis
The China Special Children case manager will use your application to search the database for a child matching the gender and medical conditions you are open to. If a match is found, she will “pre-lock” the file and forward the child’s information. You will have less than 72 hours to review the file and decide whether you would like to adopt the child. If you wish to move forward, the file will be fully locked. This action will constitute your official referral.
Estimated Wait Times for a Referral
This is a fast-moving program for children of all ages. Most families will be matched within 1 to
3 months of program application, depending on openness to age, gender and special need(s).
One 2-week trip is required for all families. You will travel 5-8 months after the referral of your child. Families moving forward with Special Focus Children who are not dossier-ready at time of match will wait 9-12 months for travel. For married couples, at least 1 parent must travel.
Travel Experience and Resources
Accommodations in China are modern and comfortable. We work with a Beijing-based agency who arranges all travel in China. You can expect excellent support services from an English-speaking guide who will travel with you throughout your trip.
